Job Duties Generates standard detailed drawings by designing &/or reviewing specific portions of highway improvement plans/projects & specifications to coordinate relocation &/or adjustment of public & private utilities to conform with district highway projects/improvements (e.g., major/new projects, culvert replacements, bridge structures, signing, roadway illumination & right of way (R/W)) in the Real Estate Department; assists in review of highway & bridge plans; reviews & offers recommendations on technical utility relocation issues to improve safety, efficiency, economy, & environmental compatibility; prepares &/or reviews engineering computations (e.g., pipe, fiber, poles & conduit), sub-surface utility engineering (S.U.E.) contracts, cost estimates, & calculations for technical accuracy. Provides project coordination, scheduling, & monitoring of utility relocation; participates in scoping meetings/field reviews/project improvement plans. Utilizes & updates management information systems as they relate to the delivery of the project (i.e. ELLIS, Transportation Information Management System (TIMS)). Reviews, approves, & signs documentation (e.g., utility relocation plans; utility reimbursement invoices for federal eligibility). Generates technical reports, cost estimates, & updates specifications for standard projects. Provides technical engineering assistance relative to utility issues. Provides cost estimates for utility relocation during programming phase. Acts as liaison with public & private utility companies & agencies effecting consultant- utility company coordination during preparation of highway improvement plans, & contractor-utility coordination during construction. Reviews public & private utility applications, & prepares agreements & permits for execution by utility companies. Administers billing & payment procedures for utility rearrangement. Coordinates meetings & gives presentations for utility companies concerning utility relocation & permit usage. Meets with Federal Highway Administration (FHWA) to resolve special utility-related problems. Attends pre-construction/pre-bid meetings. Reviews permit applications for new &/or the relocation of existing utility facilities in the R/W. Responds to outside inquiries & customer service requests on design issues (e.g., right of way/utilities). Confers with higher-level engineer or other staff to gain assistance to resolve unusual problems. Attends meetings & seminars as necessary; coordinates with Local Public Agencies (LPA's), District Real Estate Offices, & Central Office on utility/design issues. Meets with local, government officials, & utility/property owners to provide information regarding projects concerning design issues & related problems. Travels to attend field reviews & performs other work related duties as assigned.


Qualifications 12 mos. exp. as Transportation Technical Specialist, 85871, with experience to be commensurate with position to be filled. -Or completion of associate degree program in engineering technology; 3 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled. -Or 5 yrs. engineering related technical experience in simple construction/ rehabilitation/maintenance projects or planning & design of simple civil engineering projects or materials testing, with experience to be commensurate with position to be filled.
